damage to shoots on hemlocks?

Hi Everyone,

My dad has some hemlocks that are approximately 20 years old, 20-30 feet tall, and in their first year of noticeable coning.

They look quite healthy on the whole, but some have shoot damage as shown below. (I can get some darker-background shots from him if necessary.)

Any ideas on what may be causing it? (And what to do about it, if it will likely worsen?)
