Hebe hedge - suggestions, please!

I am going to plant an informal hedge of about 12-15 shrubs at the edge of my patio in full sun in zone 10 (in Vista, San Diego County). I'm looking for evergreen long-flowering shrubs that won't get any larger than 4' x 4', and am considering using Hebes, perhaps Hebe 'Amy' or Hebe 'Alicia Amherst'. These did very well for me in my last garden, but I'm hoping some of you have other suggestions.

The shrubs don't have to be Hebes, but in addition to being evergreen and long-flowering they need to be thornless, low maintenance and moderate- to low-water. The size is important (they will form part of a barrier to people falling off the edge of the patio). The shrubs need to be between 3' to 4' tall and 3' to 4' wide.
