This weed is worse the poa annua

I thought I was so smart. I got rid of my weeds by using a lot of OM and then constantly turning the top level of soil slightly. I see tiny weeds starting to come up, so I turn very lightly with a steak knife, quickly rubbing them out. I thought I had solved the problem, expect there is one weed I can't get rid of. I looked it up. It's called Hairy Bittercress and it likes soil with compost and a lot of water. The soil has a lot of compost and retains water for a long time. It also likes recently turned soil. It self pollinates. It shoots seeds up into the air. I must have a seeding plant hidden under something that is constantly seeding because I never let it go to seed. But, it can make seeds in less then one week, I am sure. I see it with tiny white flowers even thought I constantly go over the soil. Is there some else I can do about it? I am about to go buy a bunch of peat moss to cover up the areas in question.
