heat, humidity and rain.....now terrible black spot

We have had record rainfall, heat and humidity for part of June, all of July and August is starting out that way too. I'm talking dew points in the upper 60's and 70's for days on end. Plus record rainfall. Heat index's in the upper 90's and low 100's.

I have a no spray garden, and for the most part the roses I have usually do really good. But this summer has about done them in. About the bottom 2/3 of many bushes are just cane with no leaves. Is there anything I can do to promote new, healthy growth? They do have leaves on the top part and many are blooming. (I also think I have a rabbit munching on them too!)

Is spraying the only alternative? Would pruning them back help? But if I do that, there would probably be no leaves....
