Climber is not climbing. Is it time to start over?

3 years ago we planted two climbing "Royal Sunset"s on an arbor and they still haven't climbed. The vendor is a reliable one but hasn't responded to our e-mail, regarding this. The rosebushes remain healthy shrubs that are c. 3 and 1/2 feet wide by just under 3 feet tall. The arbor is a large arching, unattractive rebar type, and it would appear much more beautiful covered with roses and foliage.

Both roses are on rootstock, and are truly the cultivar R.S.., and still have original tags saying " Cl. Royal Sunset".

-is it more possible than not that the shrub form was sold as the climbing form?

We would hate to go to the trouble and expense of moving them and buying two new roses, is there any chance that both will start to climb next spring?
