Replanting 10 year old bed-- Replace Soil?

I'm partially replanting a raised bed of roses that has had roses in it for about 10 years. The older bushes are grafted plants and they are pooping out. However, we haven't found evidence of crown gall and overall the roses are pretty healthy. Here's the question: do we need to replace a couple cubic feet of soil where each of the older roses was? In other words, do you believe in "rose-sick soil?".
