start over or keep trying with new dawn climber?

I planted a bare root new dawn climber 2 years ago. It has grown very fast, almost too much to keep up with. Obviously we haven't had any blooms yet (waiting the req 3 years) but the plant looks absolutely horrible and I'm wondering if I need to dig it up and start anew.

The leaves have been attacked by pests and no amount of pesticides seem to help. Right now I have long canes with no leaves or lacey diseased leaves. New growth is quickly attacked by aphids and white fly, which I don't seem to have anywhere else. It is ugly and bare and I don't know what to do. I had my heart set on thousands of pink blooms next year. Should I try some new techniques or dig it up?

FYI the plant faces east and gets a ton of morning sun.

There are many iceberg plants growing on the the communal property adjacent to this climber and they are thriving despite the lack of specific care by the gardeners. They come in every few months and cut the bushes back to nothing and within a few weeks...blooms.
