ID needed: mossy growth on leaves

I have an Austin rose which has a vigorous rootstock which keeps rearing its ugly head. I just noticed several mossy growths on a cane I didn't get rid of yet.

They start on the edge of a leaf close to the stem and as this growth gets bigger it attaches itself to the surrounding leaves. The largest growth is about a 1-1 1/2" ball of crisp, moss like fibers, starting out red and then green.

Does anyone know what this is? Should I be worried? I checked Baldo's site but I didn't find it there.
