early perennial as tulip alternative

I noticed this spring that I had way too many yellow daffodils and a few yellow forsythia in a large area together. I made a note to add some early purple tulips to the area this fall to add some contrast.

But now I don't want to. Tulips just aren't perennial enough. I have vole troubles and need to go to great trouble to protect them. Even without voles, I don't think tulips survive so long, especially early ones (non Darwins) And i would have to add a LOT. I would rather put that effort and expense into perennials.

So other ideas for my some color contrast early in the season? I may have taken a picture of the "yellow hill" that might help visualize the problem. Does creeping phlox bloom at the same time?

The area is well drained, afternoon sun in the summer but not so sunny when the sun is lower in the sky.
