Perennials to hide yellowing tulips

I am new to gardening and trying to design a perennial bed right now. One of my favorite flowers is the tulip and I am trying to design the bed to allow for a lot of tulip bulbs to be added in the fall. From doing research, I can see that tulip foliage needs to be left alone for a while after flowering, even though it is not very attractive. So I want to plant perennials in front of the tulips that will hide the yellowing foliage. I'm not sure what perennials grow that early in the season and would love to hear suggestions. I am in Zone 6a (but right on the line to 5b) in Massachusetts and the flower bed is in full sun (10+ hours per day). I'm looking for options that are hardy in my area and are fairly low maintenance since I really don't have much experience! Thanks in advance for the suggestions!
