It will be different than hot composting but many people sheet compost. That is spread layers of compostable materials in the garden area and let it decompose in place. Look into lasagna gardening, sheet composting and other topics that are related. It should work fine.

Good suggestions from tclynx, but here's another method: mix your greens and browns as you mentioned, add a shovel of soil, add some water if needed, and put it all in black plastic bags. Seal up the bags and let them sit against a wall (if possible) where they can get good sun.

skip the bags - just pile the leaves and grass clippings on to your new bed. They won't be completely composted by spring. But they will make a nice mulch to plant into next spring. By next fall the mulch will be almost gone, just in time for the next seasons fall leaves. I do this every year.

Shredding them helps keep them from blowing around. I stack the layers, over my flower beds, two to three feet high in the fall and by spring - its compressed and decomposed into a few nice inches of mulch. Its also great winter protection for tender perennials.

Whether the stuff you are piling up to compost will compost during the winter depends on the volume of material you have (more is better), and the average air temperature of your area. If you have sufficient volume of material, with optimal C:N ratio and just enough but not too much moisture, the bacteria that digest that material can keep working even if the air temperatures are quite low, as long as those low air temperatures do not permeate your compost pile. However long term below freezing temperatures can eventually reach into the interior of the pile, expecially if there is too much moisture in the mix, and that will slow down and even stop the bacteria.
Plunking that material on the soil will not necessarily provide the volume needed. I put down compost on the planting beds here each fall and cover that with shredded leaves and that material is mostly still there in the spring which is okay because that is my summers mulch. Once the growing season is in full steam the soil bacteria are more active and digest that mulch all during the growing season so that by this time of year I need to add more.

You can compost in the winter, although the core temp will be less than in the warmer months.

I shred every bag of leaves in sight, and my primary 'green' is coffee grounds. I can collect about 100 pounds a week from one Starbucks store. In the winter they have fewer requests for grounds than other seasons.

One problem in freezing weather is, only the center is hot or warm; the edge freezes. While I often cover the top with carpeting or plastic (when heavy rain is expected and the pile has enough water); one might use carpeting to surround the pile with. This hopefully will add insulation, and reduce the thickness which will freeze.

There is not much you can do for a pile that does not have much heat left. Cover it with a few layers of carpeting, and turn it as regularly as is needed.

Why not just start a compost pile since you've got quite a bit of warm and mild weather left. To the manure, leaves, and grass clippings, you can also add shredded newspaper, used coffee grounds, fruit and vegetable scraps. I cold compost over the winter here in northern Minnesota - turning it periodically until the first snow flies... which could be at any time now. Then I start churning it up again in the spring and I get a very usable product by mid summer.

Having lived in Montgomery County, MD for 30 some years, one could be out turning the compost pile until the usual President's Day blizzard in February; then start up again as soon as the plows come by.

What causes a compost pile to freeze up in winter is the moisture in the pile. The more there is the faster it will freeze up. What you want is just enough to keep the bacteria working but not so much that the material will freeze into a soil mass, or exclude the air the bacteria also need to continue working.
