Westerland a stingy bloomer after spring

Our Westerland is now 3+ years old. It puts on a magnificant show in the spring, and then only sparsely blooms the rest of the year with a little more in fall. Last winter at pruning time I was ready with my shovel but decided to give it one more season. I'm not sure it is worth my time/effort/water/fertilizer. The canes at the top against the fence hang over the fence into the neighbors yard, which is fine as long as they contain beautiful open scented blooms, but once those fade and drop their pedals, not so nice. I can't prune those without standing on a ladder.

We haven't had our really hot summer temperatures yet. It's been a somewhat decent low to upper 90s for a few weeks with days in the 80s. It gets enough water and I did fertilize it (once) in spring.

Is Westerland capable of more, or should I plan to give it away this fall?
