how good a bloomer is Westerland supposed to be?

I planted a Westerland last spring and it grew so vigorously I couldn't believe it. The foliage is really beautiful and healthy, but it hardly had any blooms after the first ones that were on it when I bought it were over. This spring it took off again. When it set buds it was only one per stem, and the resulting display was pretty disappointing compared to other roses (shrubs and florabundas) I've grown. It's a big thorny monster and not worth the trouble to me if it doesn't bloom well and repeat. Will things improve as it matures? I did notice that one cane came up in the back with multiple buds.
