Need Some Advice on New Perennial Bed

I recently bought my new home with a lot of land, mostly grass and within the last few weeks I've managed to dig up and turn over a portion of the grass that runs up against the back fence for a new perennial bed. It's been a lot of work in progress. I have planted a few things in this area already, some Lavender (a housewarmer gift), a couple of daylilies and some ornamental grass.

Now I'm faced with the project of trying to remove all the grass that is on the underside and top of this bed. Weeds are also growing back. What would be the best/easiest way of mending this bed to get rid of all the weeds and grass that is still there? Should I lay down newspaper over the turned over soil or mulch?

Any help or advice is greatly appreciated!
