Problems with Evening Primrose

I hope someone can help me with this problem. I can't believe I am asking for help regarding Evening Primrose as this is one of my easiest perennials and always has been for me. However, today, I noticed that something has been chewing only the petals off of the blooms. Also, the ones that are not chewed are shriveling up and look dead. Not the usual closing up look at night or the look of the bud neatly rolled up when it has gone by. I was wondering if the bees could be causing the blooms to shrivel as they have been eating with a frenzy on these plants in particular. I know they are not the problem with the chewing (probably JB's!!). Anyone have any thoughts on this? Thanks.
