Help with Simplicity 7016 losing power

I was given a 7016 from my Uncle out in Pa, back in Feb, all I had to do was go and bring it back to VT! He told me that it had "something with the carb" he had to fiddle around with!

It's a 16HP Briggs . . .

Just Got Home!

I now have gotten around to playing with it, and can't seem to get it to "keep" it's power, on flat ground it will go fine, if I try to drive up a hill, and put a load on it, it dies down, like the govenor is cutting back on it. In order to climb a hill I have to back off on the forward speed, like putting it in low gear, but it is a hydrostatic, then it will climb a mountian!

Driving up to the below picture was about a 5' rise in 15', the engine almost died! It will drive up the path to the garden, which in the below picture is behind the tractor, I would have to do a left "U-turn" and drive behind the bush, and drive up that little path, but it will not go up there full speed or full power!
