Need Advice on White Clay like Soil

I live in Western Massachusetts, in an area where I believe there's a lot of slate and rock deep underground. When I dig down about 5-6 inches, my soil has a white tint to it, very much like clay. I was always under the impression that clay soil was red but not mine. I would like some advice on the best way to ammend my soil.

So far, I've been amending the holes where I plant my perennials with compost or bumper crop, a soil ammendment. One of my beds looks pretty good but the real test will be next year when I see what comes back or grows for me. My other bed isn't doing as well, the soil is very rocky and seems to hold too much moisture.

What would be the best thing to do going foward, can I add compost to the top of my beds or would it be better to add some top soil and then some compost.

Sorry, I'm new at working with soil, I've never had this problem before, I always had pretty decent soil. I just purchased this house a year ago.
