Charles de Mills in Texas?

Still a new rose gardener and falling for a picture of its beautiful blooms, I ordered Charles de Mills last year. All of my other roses are hybrid musks or teas. I've kept it in a pot for over a year so see how it would grow and if I should keep it as I know I may be a bit too southerly for it. It hasn't really put out any new growth and hasn't gone dormant at all, nor hasn't bloomed. On a good note it hasn't got a touch of blackspot or mildew. Should I just call it a day and offer it to someone else?
