Still need organic midge control/Hot Pepper spray?

Midges seem to be destroying alot of my roses. They are the worst pest, since they prevent the plant from blooming. I tried putting down grub killer, but that had no obvious benefit.

Plus, I hate putting down poisons because I have birds in my yard, cats come to visit, and a small fish pond, and then there is ME! It seems too risky to mess with.

I was wondering if Hot Pepper spray might help, or any other organic stuff. A couple of years ago someone suggested I layer newspapers around the plants. That was a lot of work, and no help either. My roses are planted 3 -4 feet apart on my lawn, so there is grass in between. Maybe I should throw away all my roses except for the Austins, rugosas, and the few other roses that don't seem bothered by bugs. Nahh, Can't do that. any ideas?
