Is it a good idea to plant roses on 2nd floor deck?

I live in a townhome. And my deck on main floor ,ie, 2nd floor, is very very sunny. And we spend a lot of time in Sunroom adjacent to the deck (obviously). I was wondering if I can actually plant the following roses in 21-inch pots (approx. 26 inch deep) on my deck without hurting the deck and the rose's natural growing tendencies.

The roses in question are:

1. Double Delight

2. Memorial Day

3. Sweetness (Grandiflora)

4. Elle

Also, do I need such big pots for these? If you have suggestions about any other roses that will suit my needs (Fragrance, Repeat Blooms, Size and Color), please suggest by all means. I am a novice. Any suggestions will be very much appreciated.
