Transplanting a mature rosebush

I've got a rosebush in my yard that's in part shade, and it spent all spring bursting with blooms. We're having an unusually wet year and the poor bush has got black spot. I was told to snip off all the spotted parts and clean up any debris underneath it, which I have done, but because of the location in the yard it is likely to stay rather damp.

I read that I should wait til it goes dormant to relocate it, but is it possible to move it now? I'm afraid that it's going to just keep getting the spots over and over, since this looks like it's going to stay a rainy year, and I'd hate for the bush to die. It's got great big coral flowers.
