Clay Soil

I'm amending an area behind my house that was previously covered with landscape fabric and river stones, approx 25 x 8. Lots and lots of clay to say the least. After turning in some sod and letting it sit and then tilling in 10 big bags of shredded Oak leaves along with 3 bales of Peat I'm wondering if I should let this sit as is for some time before planting. I still have lots of little clumps of clay balls and it's still fairly moist.

One thing I realize is don't use landscape fabric as it keeps the leaves and other normal good things from getting into the soil, it was there from the previous owners and still wraps around the side and front of my house.

Is there anything else I can do at this point or should I just go ahead and plant? I'll be putting in a few shrubs and some perennials. I'd love to put in some composted material but just don't have any at this point.
