When is it safe to use my compost

This year I tried something a little different with my composting. There was alot of thatch in the yard due to the landlord not clearing it up, so I put it in a 10 gallon grain barrel and punched a number of holes. I continuously added scraps from my kitchen (banana peels, bread, eggshells and coffee grounds. I also threw in a number of nightcrawlers. It looks like it has been breaking down, has never had a bad smell, but it has never felt warm. I am hoping it is ready so that I can use it for the rest of my seeds since the soil here is so poor (primarily clay). Am I doing something wrong or is this normal
