That arbor would be a perfect place for the old tea rose 'Anna Olivier'. It climbs, and loves partial shade. Its colors are variable, but it achieves the best color in partial shade. It is very elegant, and, like most tea roses, the roses nod, so looking up at them is best, which you would achieve by planting it on that arbor. I have attached a pic.

Carding Mill is a beautiful apricot colored rose that is perfect for hot weather. It has no pink in it however. Evelyn looks gorgeous but I've never grown it. Reve d'Or is a lovely climbers that's easy to grow and doesn't have the naked bottom branches of Gloire de Dijon.

I second recommendations for both 'Reve d'OR' and 'Anna Olivier' for your conditions.

Both have good-to-excellent disease-resistance, and generous bloom. 'Anna Olivier' and her slightly-darker sport 'Lady Roberts' were highly recommended for Southern California gardens, as the 19th-Century slipped into the 20th, and they're still great roses here.

'Anna Olivier' and 'Lady Roberts' are good BUSHY Teas.
'Reve d'Or' makes a good climber.

'Reve d'Or' for the arbor, yes. Teas and their delicate petals, do they really hold up to inland heat?

Skip 'Evelyn' unless you can deal with a major Diva. CPM much less fussy.

Re teas and inland heat - maybe someone from the Sacramento Historic Cemetery Rose Garden can reply - they have classic inland heat there!

Having the requisite inland heat, I can share some of my experiences with tea roses. Reve d'Or has afternoon shade but is planted against the house wall and struggles a bit there, especially in the summer. I hope as time goes on this rose will become tougher, but even now this rose gives me quite a few lovely blooms.

Le Vesuve, Souvenir d'un Ami, Miss Atwood, Rosette Delizy, Westside Road Cream Tea, Mrs. B.R. Cant, Alexander Hill Gray, Mrs. Dudley Cross and William R. Smith are all doing very well. Clementina Carbonieri, Monsieur Tillier and General Tartas frizzled rather quickly for me and I no longer have them. Perhaps if I hadn't been so impatient and let them mature that might have changed. Duchesse de Brabant seems to suffer also but I'm keeping her and hope for better things as she grows older.

There's a difference, though, between inland Southern CA heat, and the heat in Sacramento.
They're more humid up there. "A River Runs Through It," after all -- and most of the Central Valley was once marshland. (If the levees fail, I suppose it might be again.)

Down here in SoCal, we're desert -- to one degree or another.
That's why we've been using NoCal water for a century.
When it's hot HERE, it is far drier than Sacramento's heat, and that makes a difference.

Beyond that, there is, of course, the difference between coastal and Inland Southern California -- which is the reason I never visit my family after April, or before November.

I have not grown it, but you might consider the Harkness climber Ginger Syllabub for fabulous apricot color and old fashioned shape.

I loved Evelyn and did not find her to be an divaish as advertised. Try Radio Times for an exquisite rose that needs constant attention.

If I had that splendid arbor in your zone, I would be looking for a hybrid gigantea. Or possibly a HG on one side and a good noisette on the other.
