ACT vs manure tea

Hi, I'm new to this site and to internet organics although I have been small scale composting and semi organic for about 10 years.

I own what was once a proud cotton farm. It has been a cattle operation for about the last 50 years. Cotton, drought and mismanaged cattle have severily hurt the soil. In trying to restore the pasture and soil in December I purchased a 6" chipper to utilize the trees and brush that I was previously burning while clearing. I mix the wood chips with cow manure and whatever else I can put in there to make larger amounts of compost I turn with my tractor.

In reading about act I would like to try to make some and use it as a soil drench. I see you should not use marure tea as a folier spray. Is manure based act safe to spray on grasses? I have never made compost without manure just assuming it is best with it. Should act be made w/o manure? I have access to a reasonable amount of cow manure, but not enough to cover my 40 ac pasture hence the ACT.
