If Daffs aren't up yet can I safely assume they won't?

Last year I ordered some of those freebie Daffs from Brecks. They gave me $25 worth of bulbs for free as a way to get me back as a customer. They didn't arrive until early November, but I planted them anyway knowing that Daffs usually are planted much earlier to allow for root growth before the winter freeze.

We had a really cold winter and spring has been very late this year. In fact it snowed a couple of weeks ago, so things are very slow this year. Scilla are still blooming, tulips might bloom in a week or so. Shouldn't the Daff be showing some signs of growth by now? If I can safely assume they are dead, I'll plant something else in that area.
