Stone Patio done--now we have a problem--help!

DH and I just finished a small stone patio--the idea was that we lay sand, level it, lay LARGE flagstone, then put small round gravel in between for a loose, casual look. (found the pic in a magazine) Well, we chose stones that were too small and not heavy enough. The result: some of the stones shift when you walk on them and there is WAY too much gravel. My son is picking it up by the fist-ful and throwing it, it is messy and going into the landscaping around the patio.

I have an idea and would love some comments: what if we sprinkle dry concrete mix over the patio, drench with water then spray off the surface of each stone so they are clean (a lot like grouting tile)? Will the concrete set and make the gravel between the stones a bit more firm to lessen shifting and maybe hold them in place?

Any other ideas are welcome...
