Our contractor says we have to replace our flagstone patio-true?

Hi everyone,

We have a rectangular flagstone terrace around our pool. It was laid about 13 years ago by the previous owners of the house. There is concrete between the joints, and over years, the joints have become loose and some of the stones have shifted a little bit.

Our pool contractor says we have to dig up and re-lay the entire terrace in order to fix it; that patching just the side that is damaged will look terrible.

I find this very hard to believe, but then again, I don't know anything about it so my opinion is not an informed one. Is he right? He wants $15,000 - which we don't have in our budget - to relay the whole terrace.

Can it really be true that flagstone terraces have to be completely redone every 10-15 years??? And that they can't be repaired or patched without it looking terrible?

Any advice or thoughts would be much appreciated. Please let me know if I need to give more detail for this all to make sense. THank you!!!
