how to prune 40 yr. old roses?

I have some of my Mother's over 40 year old roses that need attention! The stems are so big & woody & only the top sections have new growth & produce nice flowers every year. How far back can I prune these roses without killing the whole rose bush? Can I prune down to & include some of the old hard woody stems or would that kill it? I'm not sure if this would encourage new growth from that woody cutting or not.

My own very favorite rose is my "Gardens of The World" rose that is over 3 ft. wide & will get to over 5 ft. tall in mid-summer before I prune it back; it is loaded with beautiful roses all summer long! The "Scentimental" though is one I can't seem to get to flourish ... stays spindly & few of the lovely scented blooms.

Any info. would be appreciated!
