Mopped slab after removing 40yr old parquet-when can we put new?

Hi. We pulled up 40 year old oak square parquet floors. Someone told us the adhesive used could have asbestos in it. House was built in 76. Of course I panicked. I bought beanadoo- soy product for removing mastic. It was a big nasty mess that didn't work because it turns out the mastic does not contain asbestos.

I ordered a cleaning product with the beanadoo called emerge. It's a degreaser. Poured that over the beanadoo mopped and mopped again. It's still oily a little. I don't know how to tell when the slab is clean and dry enough to put the underlayment then float the wood floors on top.

Advice?
