Gallicas in warmer, drier climates

I am wondering if gallicas can be successfully grown in areas with hot dry summers and a dry fall season? I am in Sunset 7 California. Our winters are off and on, and our last killing frost is Mother's day. On the worst years, we get down to the low teens. I know that this is not comparable to winters on the East coast or northern Europe. We have enough winter chill to allow me to grow peonies. The surrounding area is dotted with apple orchards and lilacs put out a stunning show in the spring.

I have tried a number of gallicas. Antonia D'Ormois and Ornement de la Nature died after the first year. Belle Sans Flatterie, Camaieux, and Madame Zoetman are barely hanging on. I have seen pictures of gallicas, and they seem to be huge, enormous shrubs. In my climate, they are spindly little things. So, are there certain things that I need to do to make these roses happy in my warmer, drier climate?
