muddy front lawn

Hello,

I'm new to these forums, and to the entire subject of gardening and lawn care and home ownership...

The front lawn of the house we just bought is quite muddy. It has some random grass, but also pot holes, low stumps from trees previous owners cut down, and weeds.

What would it take to reduce the muddiness? I don't think there's any particular reason for the muddiness, it's just that the yard is pretty level, and the soil has a lot of clay in it seems (as far as I can tell such things...), so rain water just kind of seems to sit there...

If I want to be hands-off about it and just hire someone, how much do you think it might cost me to "fix it"? (It's an average-sized suburban front yard).
