Translating Soil Test Chemistry Into 'Organic'

For several years I have worked composted chicken litter into the raised beds of my market garden. I had a soil test done recently and the only recommendation was that I add a half pound of urea (30-0-0)for every 100 feet of row for a nitrogen boost. My P and K was at 'optimal' or 'above optimal'. So I was about to start shoveling in more chicken compost when it occurred to me that perhaps seeding the rows now with hairy vetch or clover would give me the same nitrogen boost without the back breaking work and without adding more P&K from the chicken manure. My question is, would a hundred feet of vetch give me the same nitrogen as a half pound of urea?
