Fertilizing with Dr. Earth dry for after Planting

My wife and I just recently moved in to a condo in Northern CA. When we moved in we had the idea to build a raised bed vegetable garden in an area of the back patio that was kind of dead space. I have built the garden and planted the vegetabes but never fertilized.(I am not an experienced gardner) We decided to do an organic garden as it was not much more expensive to do so. I purchased Dr. Earth dry fertilizer and have no idea what to do with it. Would I be better off returning it and purchased the liquid form? How much do I need to apply to the soil? How often? I really am just looking for tips on how to get a ton of veggies and have healthy plants. Any tips would be greatly appreciated. Thank you in advance for the advice.
