Need some advice - Va Beach Va

Hey folks - I'm hoping some of you can give me some advice. I've been fighting my lawn for 7 years. I kill off weeds, add lime, sew fescue, aerator, fertilize, water, etc. every Sept and the results are always the same. Thin stand of fescue in the fall and winter, pathetic crab grass laden yard in the summer. I try pre-emergents in the late winter early spring, but by summer crab grass is all I have.

Most of my neighbors yards are a mix of fescue, crabgrass and wiregrass. One guy has St Augustine and it looks great in the summer, but it's brown all winter. Before I repeat my futile fescue cycle this year, I was considering trying something different. Maybe just sewing some rye for the winter then in the spring trying centipede or something. Anyone got any advice for me?
