Thin lawn, what can I do this time of year?

Our lawn is never as green as the neighbors' and we get lots of weeds compared to the neighbors. We always noticed the layer of brown that we have and assumed maybe we have thatch. However, I pulled out a few plugs from around the lawn to measure the depth of the thatch and what I realized is I just think we have a really thin lawn. We had virtually no thatch.

We did not seed in the fall which I know is recommended and it is not off the agenda completely, but I would like to try what I can to get some thickness in the turf this spring.

We are in Zone 5, Chicago suburbs, pretty far west. The back gets a lot of sun and the front is shady most of the day. I am a fan of KBG and believe when our house was sodded (before we owned it) it was all KBG.

Any advice for what to do this spring? When and how to seed? What fertilizers to use? When we can combat the existing issues (weeds) if we do seed so as not to interfere with new grass seedlings?

Any help would be appreciated!
