Advice needed on garden that was claimed by grass & weeds

I made the classic mistake of spreading homemade compost on my garden that apparently held tons of grass/weed seeds. I compounded the issue with spreading a little aged horse manure that also had seeds in it. My spring garden started off great but the grass/weed growth exploded past my ability to keep it weeded. My garden became choked with it.

Yesterday I pulled literally mowed down 3' tall weed growth. I now have a thick matt of almost lawn looking grass/weed that will surely sprout back up in a matter of days with our recent rains and mild weather.

I am not opposed to roundup although prefer to not use it if I can avoid it. But I feel I need to kill the grass/weeds or they will grow back. Pulling by hand or even tilling seems like it will leave too much root material that will quickly grow back. I could use some advice on how to reclaim my garden and allow me to prepare for my late Summer/Fall crops. Garden is 20x20.
