Bermuda grass/weeds in garden?

Hello All:

Hope you are all fairing well with the winds - crazy stuff :-).

It appears that the bermuda grass/weeds in our 30' x 30' garden spot are taking over. Actually, the grass is about 2" tall right now and hoeing it is a lot of work especially during the windy/hot days. I have a lot of feed bags (over 50) in our barn, I usually keep them for cleaning up around the yard. I purchase at least 10+ bags a week of feed that comes in thick paper bags from Big V Feeds. Can I use these as mulch down the isleways of our garden? I also have old horse manure (from our five horses) and plenty of chicken litter. Should I top the bags with the manure/litter, leaves or dirt? About two months ago I placed a pile of the bags by the entry of the garden and when I dig into the bags there are plenty of worms - big ones. Any other suggestions for keeping our garden growing the good stuff?

So far we have planted:

Corn, Okra, Potatoes (red and sweet), Peas, Beans, Tomatoes (all varieties), Peppers (sweet and bell), Beets & Jalapenos.
