Bermuda grass weed, what do I do?

My neighbor has bermuda grass in her lawn, and all along my fence, on that side, I have a bermuda grass problem. What do I do? It sneaks under the fence and every day I'm out there yanking it up, only to find new shoots have grown by the next mornning. See how it creeps up on me?

Heavy mulch isnt a great solution because I would have to pile it up against my fence, not to mention that area is already planted up with various shrubs and trees (I've read you're not supposed to mulch too heavily under trees and the bermuda is straight up growing *in* the shrubs). Round up isn't always an option, again because of the shrubs and trees. See how the bermuda has invaded this sage I planted near the fence:

I'm not sure what to do, other than resign myself to pulling bermuda shoots every day. Any advice would be greatly appreciated!
