Self watering container questions

Hello to everyone

I'm new to the forum and would like to ask a couple of questions about SWCs I am making....

My SWC design is the simple 2 paint tub type, with tarpaulin mulch cover.

-Since it is very difficult to find potting mix where I live, I am going to try to make my own. I read that 45% peat, 45 % compost and 10% perlite would make a nice water retaining mix. I know that lime should be added to conteract the acidity of the peat but I am unsure how much to add and if it should be mixed into the potting mix or sprinkled on the top next to the fertilizer. I should add that the water in my area is very hard...

Can anyone help?

-Would polyethylene green tarpaulin retain as much moisture as a simple black bin bag or is it slightly porous?
