Problems with apple trees grown in Alaska zone 2

Our 3 apple trees we've had 2 winters. The norkent didn't survive the first winter except the part covered in snow about 2 feet. We have two norlands. Both seem mostly dead at the top branches, plenty of leaves lower down but no fruit or flowers.
We planted clover on the mounds but I am unsure if it is helping or not. They are planted on mounds a foot tall. I wonder if planting on mounds is affecting their growth? If there is a deficiency or we are in a spot that is too cold. They are about 3-4 years old and still no sign of fruit.
Any insight? We are in a cold spot that frosts later than around our place. It also got 49 below the first winter that killed the norkent. These trees are good to 40 below zero. This last winter we didn't get colder than 40 below max but the remaining ones still died on the higher up branches.
