Contractor installed subpanel without notifying us

pkp
last year

In the middle of a kitchen remodel, our contractor installed an electrical subpanel without notifying us first. They happened to install it in a place that we had earmarked to do something else with later on. They justified it by saying that we got "free electrical work" and that they weren't charging us for it. I understand that, but I would've liked to have been consulted about placement prior to them doing it.

I'm wondering, how normal is this? Is it normal that contractors just install something like a subpanel in a customer's house without consulting them first?
