Bathroom demolished and unsure if the rebuild is being done correctly

Bathroom has been totally demolished. Roughing has taken place, cement has just been applied to walls and some parts of floor. This is the stage it's at, waiting for the cement to dry then tradie is coming back to waterproof next. I'm no expert, no plumber, no tiler so I would like some advice if this is correct standards on process of doing things. I feel a plastic bag should not be cemented into the floor, 1cm to 2cm edges from previous floor to where cement has been freshly laid. Would just like some insight on the process / steps of how and when things should be done please. Thank you.
