Cedar Siding Staining Blotchy

We are staining plane faced new cedar siding (kiln dried). We are using Sansin SDF stain and followed the directions by sanding with random orbital sander, vacuuming sawdust and then staining. We’ve tried 60 and 80 grit and had the same results.
There are places on the wood mostly around the knots but in other places too that either didn’t absorb stain or absorbed it too much and look much lighter than the rest of the board.
We are thinking it’s a sanding issue, too much or too little? Has anyone been able to fix this?
