All of my Japanese maple seedlings dying

I planted 100s Japanese maple couple of months ago, recently I noticed they don't produce no more green leafs or they star getting yellow and dying in a sickly Way some sort of white powder covering the leaves. unknowingly I planted them in a really bad soil whit very low drainage and they started poorly anyway. Is the root rot causing them to get fungi later? Can repotting with good soil and anti fungi like mancozeb can save some of them? Is this even a fungi infection?
