What height are 9' ceilings inside a home?

OK - this might sound like I'm purposely being obtuse but I was playing with some home construction software and in the house where you specify 9' ceilings on the interior due the the construction material, they are 8.5' of useable space. Is this what 9' ceilings are typically on the interior? I checked my apartment which claims to be 9' ceilings and they too are 8.5' on the inside.


I should be clear my question is if I hold a tape measure up inside of a finished house (all ceiling and lighting put in and floors are completed with 9′ ceilings requested without any more elaboration with the builder. On average with those specs will the tape measure reach from the floor before touching the ceiling.
