Plans typically dimension from the top of the sub-floor to the underside of the floor framing above.

So for finished dimensions, deduct floor and ceiling finishes.

On one of my builds, for instance, the floor had an additional 3/4" underlayment followed by 1/2" of stone on a mortar and wire lathe. On the ceiling were 2- 5/8" layers of drywall separated by 1/2" thick resilient channels for sound amelioration. All in, that's at least a 3" reduction in the framed floor-to-ceiling height.

On construction drawings, due to typical dimensional lumber sizes, I dimension from top of floor sheathing to the underside of the structure above (bearing height), for a "nine foot ceiling height", 9'-1 1/8". Then subtract the floor and ceiling finish thicknesses from that to get the finished ceiling height.

Walls are built over the sub floor. For 9' ceiling framing would consist of a pre-cut 104 5/8" stud, bottom plate 1 1/2" thick and double top plates 3" thick. Total height would be 109 1/8". Subtracting 5/8" for ceiling sheet rock the height would then be 108 1/2". The thickness of the finished floor would determine finial height.

3/4" wood flooring would be a 1/4" short of 9 feet so to get exactly 9' you could only use a finished floor that was 1/2" thick. This is the standard for 9' ceilings and your builder will understand without question and work off the blueprints.

If you decide on 3/4" wood flooring and want that extra 1/4" of head room, or a few extra inches then 10' studs would need to be purchased and cut down but will more expensive because of materials and extra labor. So ask your wife if a 1/4" matters and if she'd be happier with a few extra inches, and if height is important you may want to think about 10' ceilings.

Well I had to go and measure. 😄 My ceilings are exactly 10' high from floor to ceiling. That's with sheet rocked ceilings and real oak hardwood floors.

In kevin9408's description of a common build method, the overall height of the structure could exceed permissible limits. (See the attached plan in my post above.)

Were my carpenters to use standard pre-cuts, the building would exceed the overall height limit-- which, in itself, is a variance from the Zoning Standard. To exceed that, another public hearing would be necessary--at a cost of C$6,060 and public calumny from offended neighbours. This municipality is noted for requiring hearings if the foundation is off 1/4" from the approved variance.

Some surveyors have been helpful in their final reports. But no guarantees.

Due to cosmological inflation the universe is expanding. Thus the distance between marks on a ruler is increasing. Thus the perceived height of the ceiling is reduced. 9 ’ ceilings are shrinking. QED

Sorry Worthy, C$6600 just for an inch? OUCH! My area has a 35 foot height limit and a variance application fee is US$750.00. I've pulled many building permits and a few times into the job I decided to change things so ran to city hall and one of the three building inspectors would look at the changes with me over the counter and OK the changes with his initials.

Just discovered that the Provincial Building Code requires municipalities to say yes or no to simple building permit applications within 10 days. We're waiting seven months for that!

As for the Covid excuse, since March 2020, all examiners have been working from home. As well, the Act enables municipalities to outsource plan review and construction inspection functions to Registered Code Agencies. So, "sorry we're busy," doesn't hold water!

But say we complain to our local Councilor? Do you think the bureaucrats can't find something "wrong" in our 90-page building permit application??
