Ultimately I need to know if I need to replace my furnace

I have a furnace Carrier CNPVP4821ATAABAA that is 13 years old. It has developed a noise just before the burner lights and the blower starts. Correct me if I am wrong, but I think there is a fan that is used to evacuate any fumes before the burner lights and this is what I think is making the noise. Is it possible to repair this or (as I am being told by my service man) must I replace my furnace at a cost of about $3000. I sure would hate to spend $3000 and then find out that I could have repaired my existing unit. Please help.
