Do I have to replace the furnace if the heat pump needs replacing

My heat pump is 15 years old. The compressor is "shot" and there's apparently a leak somewhere. The repairman said I need to replace the heat pump. I asked him how we find the leak and he said I'd need to replace the heating unit inside also. I assume he meant "You're going to replace everything, why bother looking for the leak."

He mentioned something about government regulations on efficiency and not being able to match up a new heat pump with an old inside heating unit. He tossed out the number $7000. Which really caught me off guard.

I don't know much about this but I'm looking for some advice. Does this seem true? Is he just trying to make a sale or do I need to replace everything? Thanks.
