I would suggest seeds since they grow flowers from that. Maybe some that are less common or not as easy to find, or just a gift card to where they like to purchase them.

A flowering plant for their yard?

My mom gave us a Laceleaf Japanese Maple for our 5th wedding anniversary in 1977. It's been moved twice and is now thriving at 45+ years old. (it's probably closer to 50 since it was probably at least 5 years old when we received it).

If they garden, they need gloves...I love my latex coated ones as they are the only ones that keep my nails clean...maybe a gift certificate to a garden center where they can buy tools they might need, plants, mulch, fertilizer, etc.

How about some good garden loppers or pruners? I am a heavy duty gardener and have everything yet I still love this that a friend gave me for Christmas last year. A very appreciated gift!

After looking a little more, it seems the British version of a 4th anniversary gift is linen or silk. Not sure if they'd be interested in a full set of linen sheets but maybe pillowcases?

I was also going to suggest good quality garden tools, a foldable gardening stool, lasting leather gloves (you go through gloves quickly). not sure if any of these can be monogrammed. And a little garden post with their names on it.

I was going to suggest an heirloom quality garden tool, from a place like homestead iron. I have one of their small trowels which is excellent but also out of stock. You may be able to find other forged in the U.S. garden tools, though.
