New house build: "Pretty Good House" - I'm stumped on the HVAC system!

I'd love to hear any comments, ideas, or experience from people about this dilemma!

We are building a small, well-insulated "pretty good house" in southern Maine. Aprox 1,900 sf with main living spaces on first floor and guest rooms/office on second. Triple-glazed windows, tight envelope, good insulation.

Originally we really wanted radiant floor heat, but it seems that the tech for the air-to-water transfer from a heat pump isn't quite there yet, so we'd have to use an oil or propane boiler for that. So we're considering heat pumps. I am VERY skeptical about this for a couple of reasons:

1) We vastly prefer radiant heat to hot air blowing around.

2) Aesthetics - I definitely don't want the high wall-mounted units. Possible the low wall "floor units" or something ducted, but I am not a fan of ducts with my serious dust and mildew allergies.

3) Noise - everything I read says these systems are pretty loud.

Any ideas?
